King's handwriting: "Para la Corona y para los demás órganos del estado, todas las aspiraciones son legítimas, y todas deben, en beneficio de la comunidad, limitarse recíprocamente". Watermark: Juan Carlos I. Signatures: José Ramón Álvarez Rendueles (El Gobernador – Governor, March 1978 – July 1984); Miguel Palazuelo García (El Interventor – Auditor Comptroller General); Jesús Urdiola Salvador (El Cajero – Cashier).
